Strategic actions for housing management Belarus

The project “Action strategy for the sustainable strengthening of networks and associations for the development of professional real estate management” was carried out from 2014 to 2016 within the framework of the Belarus support programme, making it the sixth project successfully implemented by IWO with the support of the International Education and Meeting Centre (IBB Dortmund, Minsk).

Although housing in Belarus is mainly privately owned, real estate management is still controlled by the state. High subsidies for communal services and the backlog of renovation of the older building stock are as much unresolved problems as the restrictions on the activities of professional private property managers and the existence of a grey rental market. The project aimed at advancing the reform process to improve the framework conditions in the area of administration. An important focus of the project activities was also directed at housing owners and other civil society actors. Homeowners were specifically informed and recruited for professional trainings on housing managment.
