Upcoming Events in the ENABLE project in Kazakhstan
From the challenges of individual buildings to joint solutions – The Coalition holds its first thematic round table.

the first thematic round table of the Coalition of civil society organisations
“Government and Citizens – Together for Energy-Efficient Housing” will take place.
Main organiser: Public Foundation “Kazakhstan Parliamentary Development Fund” (KPDF), with the participation of partners of the ENABLE project implemented with the financial support of the European Union.
The round table is being held following the first stage of the Coalition’s formation. According to preliminary data, during this stage, ENABLE project partners have engaged 54 civil society organisations from Astana, Almaty, Petropavlovsk and other cities of Kazakhstan.
The first thematic event on a common platform will provide an opportunity for joint discussion of one of the key issues – the energy efficiency in the housing stock. Its objectives are to develop a common understanding among participants of energy-efficient modernisation of multi-family houses (MFHs), to demonstrate its connection with housing policy and the interests of property owners, and to identify the practical role of NGOs and civil society in promoting energy-efficient solutions.
Participants: In addition to Coalition member organisations, international and national experts, NGOs that have not yet joined the Coalition, homeowners’ associations (abbreviation in Kazakh: OSI/KSK), the Ministry of Industry and Construction of the Republic of Kazakhstan, the Akimat and Maslikhat of Astana, JSC “National Energy Saving Centre”, representatives of the professional and academic communities, as well as the media, have been invited to participate.
Expected outcomes: Following the round table, the organisers plan to develop recommendations, compile a database of practical problems and identify three to five priority substantive issues for further work by the Coalition’s thematic and expert groups.
The round table is not a General Meeting of the Coalition and will not consider matters related to the approval of its internal documents. The first official meeting of the Coalition is scheduled for 15 October 2026.

Modern approaches to the management and energy-efficient modernisation of Multi-Family-Buildings to be discussed in Almaty

The “Housing Relations in Kazakhstan: Updating Legislation, Professional Management and Energy Efficiency in MFHs” conference will take place in-person in Almaty. The conference is dedicated to the development of a modern system for managing Kazakhstan’s multi-apartment housing stock.
The event will bring together representatives from government authorities, OSI and KSK, management organisations, professional associations, educational institutions, businesses and industry experts.
The main topics will include the professionalisation of housing-stock management, the quality of building maintenance and technical operation, the development of managers’ professional competencies, digitalisation and the use of artificial intelligence, as well as the energy-efficient modernisation of MFHs.
International exchange of experience will have a special place in the programme. Participants will discuss practices from Kazakhstan, Germany, Belarus and Uzbekistan, including approaches to professional training, property management, digital transformation, improving the energy efficiency of buildings and energy efficiency refurbishment of MFHs.
