COMMA – Urban Development & Participation in Belarus

From June 2015 until early 2020, the EU-funded project “Com Managing Municipality (COMMA) – Communication and Management for Civic Participation in Local Government in Belarus” was implemented by IWO and partners from Belarus and Latvia.
A modern and efficient municipal and housing sector is based on the principles of quality, sustainability and economic efficiency – with benefits for both, consumers and providers of municipal services. International experience shows that compliance with these principles is not possible without cooperation and communication between all stakeholders involved (city administrations, residents, educational institutions, private companies and NGOs). The central goal of the German-Belarusian-Latvian project was the development of municipal administration systems in the housing and communal economy which are based on participation and civic involvement.
