HOME – Reforms in the housing sector (multilateral)
At the beginning of 2015, IWO launched the project “HOME – Towards Housing Sector Reform: Strengthening Home Owner Communities in Azerbaijan, Belarus, Georgia, Moldova and Ukraine” jointly with international partners.
In all countries participating in the project, the housing sector is one of the problem children. Particularly apartment buildings built in prefabricated construction are in poor condition in terms of energy and structural engineering. The reasons for the huge renovation backlog are manifold: inefficient housing management and financial resources, lack of know-how and political support. The three-year HOME project (2015-2018) aimed to improve housing management and promote the energy efficiency of residential buildings in the partner countries by establishing 10 Regional Technical Advisory Centres (TACs).
