Innovative instruments for housing management in Belarus

During the project “Development of innovative instruments for professional real estate management in Belarus”, three municipal associations of homeowner associations and three municipal housing management companies will jointly develop instruments of cross-sectoral cooperation for professional real estate management in residential districts and the participation of residents. Both sides are new players on the market and are developing their business strategies, currently under improved framework conditions: Since the beginning of 2020, among other things, housing management companies have been formed to replace the previous planned economy structures. The energy-efficient refurbishment of apartment buildings has been given increased attention by Presidential Decree No. 327. The project is being implemented in Minsk (Frunse district) and the regions of Gomel (Mosyr city) and Brest (Pinsk city), and sustainability strategies are being developed for managers including criteria for green transition and digitalisation. Know-how from the application of the GdW guidelines with sector-specific supplements to the German Sustainability Code will be localised and a digital platform for the e-participation of citizens in energy-efficient refurbishment will be established. Experiences from energy-efficent refurbishment activities in Ukraine will also be incorporated. The results of the project will include recommendations to the responsible state institutions for cooperation to achieve a green transition. The project will be implemented jointly with the International Association for Real Estate Management in Minsk and under the Belarus 2019-2022 Support Programme. The Ukrainian partner is the Association of Real Estate Managers in Kiev.
