Strengthening non-state actors in Belarus

The project “Supporting local, regional and national actors in sustainable management of housing stock in Belarus” was implemented between 2012 and 2014 with funding from the European Commission within the EuropeAid programme “Non-State Actors in Development”. Besides IWO, the consortium included civil society organisations such as NGOs, associations and homeowner associations and municipal representatives from five regions in Belarus – thus reflecting the target groups of the project.

The central goal was to strengthen the capacity of Belarusian non-state actors to develop and implement local sustainability strategies in their regions. To this end, particular attention was paid to promoting dialogue and cooperation between non-state actors and local authorities, and to involving non-state actors in the decision-making processes of the housing sector. In addition, the project partners developed recommendations for action for the amendment of legislation.
