Launch of a Coalition for Energy Efficiency and Sustainable Housing in Kazakhstan
The partners of the EU-funded ENABLE project have initiated the formation of a coalition bringing together civil society organisations, homeowners’ associations (HOAs), charitable foundations, and professional and educational institutions to promote energy efficiency, energy conservation and sustainable housing in Kazakhstan.
The establishment of the Coalition “Government and Citizens – Together for Energy-Efficient Housing” is driven by the need to consolidate the efforts of civil society in addressing current challenges in the housing sector. These include the comprehensive modernisation of the housing stock built between the 1960s and 1990s, the improvement of energy efficiency in multi-apartment residential buildings, the insufficient integration of energy-saving measures in major building renovations carried out under the state programme for the modernisation of multi-apartment housing, as well as the limited public awareness of opportunities to reduce utility costs in the context of rising prices for heating, hot water and electricity.
Objectives of the Coalition:
- To strengthen cooperation among civil society organisations, public authorities and relevant stakeholders;
- To promote best practices and innovative solutions for energy efficiency and the sustainable renovation of the housing stock;
- To contribute to the improvement of policies and regulatory frameworks related to energy efficiency and sustainable housing;
- To raise awareness and build capacities through educational and information activities;
- To support initiatives that improve housing conditions, increase living comfort and contribute to the well-being of citizens.
The Coalition welcomes non-profit organisations, community initiatives, experts and practitioners who are committed to sustainable development, the efficient use of energy resources, and the modernisation of Kazakhstan’s housing stock.
By bringing together knowledge, expertise and resources, the Coalition strengthens the role of civil society in advancing energy efficiency and promoting sustainable energy use. Through collective action, it contributes to the sustainable development of the housing and utilities sector, supports the modernisation of the residential building stock, and helps improve the quality of life of citizens across Kazakhstan.
We invite interested organisations to take part in the establishment of the coalition and to contribute to its future activities.

In September/October 2026, a round-table meeting of coalition members will take place in Astana, at which the development strategy and work plan for the coming year are to be adopted.
