				<div class="et_pb_text_inner"><p><strong>The partners of the <a href="https://www.iwoev.org/en/project/enable_en/" target="_blank" rel="noopener">EU-funded ENABLE project</a> have initiated the formation of a coalition bringing together civil society organisations, homeowners’ associations (HOAs), charitable foundations, and professional and educational institutions to promote energy efficiency, energy conservation and sustainable housing in Kazakhstan.</strong></p>
<p>The establishment of the Coalition “Government and Citizens – Together for Energy-Efficient Housing” is driven by the need to consolidate the efforts of civil society in addressing current challenges in the housing sector. These include the comprehensive modernisation of the housing stock built between the 1960s and 1990s, the improvement of energy efficiency in multi-apartment residential buildings, the insufficient integration of energy-saving measures in major building renovations carried out under the state programme for the modernisation of multi-apartment housing, as well as the limited public awareness of opportunities to reduce utility costs in the context of rising prices for heating, hot water and electricity.</p>
<p>Objectives of the Coalition:</p>
<ul>
<li>To strengthen cooperation among civil society organisations, public authorities and relevant stakeholders;</li>
<li>To promote best practices and innovative solutions for energy efficiency and the sustainable renovation of the housing stock;</li>
<li>To contribute to the improvement of policies and regulatory frameworks related to energy efficiency and sustainable housing;</li>
<li>To raise awareness and build capacities through educational and information activities;</li>
<li>To support initiatives that improve housing conditions, increase living comfort and contribute to the well-being of citizens.</li>
</ul>
<p>The Coalition welcomes non-profit organisations, community initiatives, experts and practitioners who are committed to sustainable development, the efficient use of energy resources, and the modernisation of Kazakhstan’s housing stock.</p>
<p>By bringing together knowledge, expertise and resources, the Coalition strengthens the role of civil society in advancing energy efficiency and promoting sustainable energy use. Through collective action, it contributes to the sustainable development of the housing and utilities sector, supports the modernisation of the residential building stock, and helps improve the quality of life of citizens across Kazakhstan.</p>

				<div class="et_pb_text_inner"><p><strong>Cooperation with the Maslikhats</strong></p>
<p>The study visit by a delegation from Aktobe to Berlin represented a practical continuation of the systematic cooperation between the Fund for the Development of Parliamentarism in Kazakhstan (Astana, Kazakhstan), a partner of the<a href="https://enablepro.kz/" target="_blank" rel="noopener"><strong> EU project ENABLE</strong></a>, and Kazakhstan’s local representative bodies – the Maslikhats (elected municipal or regional parliaments).</p>
<p>Cooperation with the Maslikhats is a key component of the activities of the EU project “ENABLE – Empowered Civil Society for a Sustainable and Efficient City”. This is because issues relating to housing and municipal services, energy efficiency, the modernisation of apartment blocks and citizen participation are directly linked to decisions taken at local level.</p>
<p>At the end of 2025, the Chair of the Maslikhat of the city of Aktobe, Anar Darzhanova, approached the “Eastern Europe Housing Initiative” (IWO) with a proposal to organise a working visit by a Kazakh delegation to Germany. The aim was to gather experience in the areas of energy efficiency in buildings, the modernisation of the housing stock, and the improvement of service quality in the housing and municipal sectors.</p>
<p><strong>What the delegation learnt in Berlin</strong></p>
<p>From 11 to 15 May 2026, a delegation from the city of Aktobe visited Berlin. The delegation included representatives of the Maslikhat and the Akimat (city administration) of Aktobe, as well as experts from the construction sector.</p>
<p>The visit and training programme, developed by the<strong> Housing Initiative for Eastern Europe (IWO e.V.)</strong>, focused on the energy-efficient modernisation of the existing stock of multi-family houses. The programme centred on professional exchange and the sharing of practical experience and proven approaches from Germany.</p>
<p>Experts from the <strong>German Energy Agency (dena) </strong>provided a comprehensive insight into the German approach to decarbonising the housing stock. Topics covered in the presentations included the energy transition, funding programmes, practical examples of building renovation, quality assurance for renovation measures, and the role of energy consultants in the renovation process. The Kazakh participants showed particular interest in dena’s international experience, especially its projects in China.</p>
<p>Representatives from <strong>Gewobag, municipal housing association, </strong>guided the delegation through the Berlin housing estate ‘Buckower Höfe’. During the thematic excursion, concrete solutions for the energy-efficient modernisation of 1970s apartment blocks were presented. In addition, the participants gained insights into measures for adding storeys to existing buildings, constructing new housing, renewing technical infrastructure, and designing outdoor facilities.</p>
<p>The next day of the programme was dedicated to the Berlin district of Marzahn-Hellersdorf – Germany’s largest contiguous prefabricated housing estate. There, participants gained insights into strategic approaches and practical experiences regarding the development and modernisation of large housing estates. Representatives from <strong>the Kompetenzzentrum Großsiedlungen e.V. (Competence Centre for Large Housing Estates)</strong> presented measures and instruments of urban energy modernisation policy that have been developed and implemented over the past 30 years.</p>
<p>The <strong>IWO </strong>also presented the experiences of the Baltic states in modernising housing stock in industrialised urban areas. Particular attention was paid to the pilot projects supported by the IWO, as well as the establishment of support structures for homeowners based on the so-called <em>‘one-stop-shop’ principle</em>. This approach guides owners through the entire modernisation process – from the initial consultation and energy audit, through project preparation and the identification of financing options, to collaboration with contractors and quality assurance of the measures carried out. The aim is to facilitate the planning and implementation of energy-efficient renovations and to provide owners with expert support at every stage of the process.</p>
<p>Another key component of the programme was an examination of the system of vocational education and training in the construction industry. Representatives from <strong>the Federal Institute for Vocational Education and Training (BIBB) </strong>and the <strong>Oberstufenzentrum Bautechnik I </strong>in Berlin provided information on the organisation of vocational training in Germany and the qualification of skilled workers required for high-quality and energy-efficient modernisation of the building stock.</p>
<p>To conclude the working visit to Berlin, the Kazakh experts were introduced to the concept of serial refurbishment of multi-family dwellings (<em>Energiesprong)</em>. The introduction to this innovative concept by the <strong>IWO </strong>was complemented by an excursion to Ludwigsfelde to visit the pilot building. A five-storey residential block (prefabricated construction) was serially renovated by <strong>the housing association ‘Märkische Heimat’ </strong>in collaboration with the <strong>full-service provider Seeria Renova</strong>. The participants gained insights into the practical implementation of serial renovation solutions, which enable a significant acceleration of energy-efficiency modernisation while maintaining high-quality workmanship.</p>
<p><strong>From learning to action</strong></p>
<blockquote>
<p><strong>Anara Darzhanova, Chair of the Aktobe City Council</strong>, <strong>explained</strong>: <em>“This trip has not only given us an insight into the technical aspects of energy-efficient building refurbishment, but has also provided a deeper understanding of how the refurbishment process itself is organised. The participants engaged in intensive discussions about the obstacles in our country that stand in the way of large-scale modernisation of apartment blocks – legislative, financial, social and others – as well as ways to overcome them. Upon our return to Kazakhstan, we intend to continue the discussion on the modernisation of Aktobe’s housing stock and to explore opportunities for implementing pilot projects for the energy-efficient modernisation of apartment blocks, in order to put the lessons learnt in Berlin into practice in our city</em>.”</p>
<p>&nbsp;</p>
<p><strong>Abai Saktaganov, a member of the city council</strong>, supported the position of the Chair of the Aktobe City Council: <em>“For us, this trip was an important practical experience! We have seen that the energy-efficient modernisation of housing is not just a question of technology or building renovation, but also a question of proper process organisation, cooperation with residents, transparency in decision-making and the responsibility of local authorities. I support Anara Darzhanova’s position: the experience gained must be used to discuss specific pilot projects in the city of Aktobe</em>.”</p>
<p>&nbsp;</p>
<p><strong>Estay Sisenbaev, a member of the regional parliament</strong>, emphasised the importance of the experience gained for the entire Aktobe region: <em>“The experience from Berlin has shown how important it is to view the modernisation of the housing stock as a collaboration between local representatives, executive bodies, experts, homeowners and civil society. We thank the organisers for the opportunity to learn about such approaches in practice. I agree that the next step should be to discuss the possibilities for applying this experience in the Aktobe region, including through pilot projects for the energy-efficient modernisation of apartment blocks</em>.”</p>
</blockquote>
<p>Thus, the study trip to Berlin was not only an opportunity to learn about German experiences, but also a first step towards drawing up a concrete action plan for the city of Aktobe.</p>
<p>The second step could be to discuss pilot projects for the energy-efficient modernisation of apartment blocks, involving the Maslikhat of the city of Aktobe, the Akimat, representatives of homeowners, the construction sector, experts and civil society organisations.</p>
<p>Such a dialogue could help to adapt the experiences gained in Berlin to local conditions and set in motion concrete measures for the sustainable modernisation of the housing stock in Aktobe.</p>
<p><strong>Continuation of the dialogue in Berlin</strong></p>
<p>The study tour was followed by further specialist events from 17 to 21 May, organised by the <strong>German Energy Agency (dena) </strong>and the <strong>German Society for International Cooperation (GIZ) </strong>as part of the ‘Energy Dialogue between the Republic of Kazakhstan and the Federal Republic of Germany’. The events were aimed at representatives of the Ministry of Industry and Construction of the Republic of Kazakhstan, as well as experts from the construction industry and the housing and utilities sector.</p>
<p>Representatives of the study tour organised by the IWO also took part in the dena and GIZ programme items: <strong>the Chair of the Maslikhat of the city of Aktobe, Anar Darzhanova</strong>, and the <strong>President of the Fund for the Development of Parliamentarism in Kazakhstan, Zauresh Batalova.</strong></p>
<p>The aim of their participation was to continue the professional exchange on the energy-efficient modernisation of the housing stock and to discuss the legal, financial and institutional framework conditions for implementing comprehensive modernisation programmes in Kazakhstan’s cities. The focus was on issues of policy governance, financing, institutional cooperation and the development of suitable support instruments for owners of residential buildings.</p>
<p><strong>Practical significance for ENABLE</strong></p>
<p>The study visit to Berlin was one of the tools used to strengthen the capacities of the Kazakh participants in the ENABLE project. It made it possible to combine international experience, the local needs of the city of Aktobe and the overarching goal – strengthening the role of civil society and local authorities in decision-making on issues relating to sustainable housing management.</p>
<p>More broadly, the experience of cooperation between the Fund for the Development of Parliamentarism in Kazakhstan and the Maslikhats demonstrates that the sustainability of the ENABLE project depends not only on specialist materials and international exchange, but also on the ability to embed new approaches in real institutional practice at the local level.</p>
<p>Cooperation with the Maslikhats, including the Maslikhat of the city of Aktobe, is therefore one of the key factors for the long-term impact of the ENABLE project. It enables international experience and technical recommendations to be put into practice within local representative government, facilitates the discussion of pilot projects, and drives forward the energy-efficient modernisation of the housing stock in Kazakhstan.</p></div>

This year’s theme, <em>“Housing the World: Safe and Resilient Cities and Communities,”</em> directly addressed the global housing crisis and resulted in the <a href="https://news.un.org/en/story/2026/05/1167577">Baku Call to Action</a>.</p>
<p>Knut Hoeller, Executive Board Member of IWO e.V., contributed to two events of the Forum.</p>
<p>The first event <strong><em>Housing for Recovery and Resilience &#8211; Municipal Social Housing as Sustainable Development Goals in Action </em></strong>was organized by GIZ.</p>
<p>The panel focused on the preparation to the implementation of the municipal housing in Ukraine, strongly backed by Germany. The mayor of Hannover made a statement on the vital importance of local housing provision for a city, and that Hanover will continue to support its twin town in this area. EIB representative Grzegorz Gajda explained the EIB pilot program for financing the municipal housing projects and outlined the pathway for systemic financing of this sector in Ukraine. The representatives of IWO’s partner cities within the framework of SUR* project – Volodymyr Nikolaichuk, the Head of the Department of Housing and Communal Services of Mykolaiv City Council, and Svitlana Olshanska, Deputy Mayor of Zhytomyr city – presented the key results from the joint development of the municipal housing strategies, outlining cities’ housing recovery priorities.<span style="text-decoration: line-through;"></span></p>
<blockquote>
<p>“The main challenge in establishing social housing in Ukraine and other transition countries is overcoming the cultural and political stigma surrounding non-ownership housing models. This stigma is rooted in a distrust of state institutions that dates back to the socialist era. Once societies accept that renting doesn&#8217;t undermine freedom and is essential for internally displaced people, workers and students, a more resilient and diverse housing market can be achieved,” emphasized Knut Hoeller.</p>
</blockquote>
<p>The second event <strong><em>From Ruins to Rental Affordable Housing as a Rapid, and Climate-Smart Response to Urban Displacement </em></strong>was organized by NGO Metalab and Habitat for Humanity Ukraine.</p>
<p>At this panel, the partners presented the results of building retrofitting project in Kalush, which created 48 social rental units and an operational and management model to further manage these apartments. Member of Parliament Pavlo Frolov, who is a co-author of the Law of Ukraine #4080, aimed at streamlining the retrofitting method for creation of the housing for IDPs, validated the concept of the project and called it a perfect example of how this direction of work can be implemented in Ukraine.</p>
<p>As IWO has been supporting this retrofitting project with the German experience of public housing management, Knut Hoeller contributed to the panel with highlighting the successes of the project the potential of scaling-up.</p>
<p>Yuliia Popova, Project manager of IWO e.V., spoke at two more events.</p>
<p>The event <strong><em>Risk Assessment in War-Affected Cities Guiding Housing-Centered Recovery and Urban Reconstruction </em></strong>was organized by Lviv City Institute and GIZ.</p>
<p>Yuliia Popova presented the municipal housing strategy as a framework for boosting long-term housing resilience and guiding long-term housing recovery in war-affected cities. The representatives of the SUR partner cities – the Mayor of Kremenchuk Vitaliy Maletskyi, and the Head of Housing Department Maryna Kharchenko, shared cities’ best practice on risk preparedness and response capacity in housing, as well as shared long-term plans for housing recovery, emphasizing the evidence for the need in municipal housing supply.</p>

<p>“When we talk about intrinsic resilience of the housing sector in our strategies, important characteristics to be achieved are the balance between the supply and demand, strong housing management stakeholders with sufficient technical overview of the housing stock, clear definition of responsibilities between the providers and all types of tenant. This would positively influence risks response capacity,” added Yuliia Popova.</p>
</blockquote>
<p>The second event <strong><em>Policies, papers, and bricks Capacity Building for Crisis Preparedness and Response</em></strong> was organized by Kyiv School of Economy (KSE).</p>
<p>This interactive event located the recovering cities in the broader international and geopolitical context in the times of polycrises. For this, the cities need the multi-level governance perspective and digital tools to prepare for the crises and to managing of their consequences. As Yuliia Popova shared,</p>

<p>“When we talk about war-induced risks, we should consider that they are compounding pre-existing systemic weaknesses and vulnerabilities. Ukraine is almost solely housing ownership country, with a significant share of shadow rental market, with rather weak housing management and maintenance system, with the relationship at the housing market not being sufficiently regulated. With such preconditions, a mere seemingly technical reconstruction of a destroyed multi-apartment building or accommodation of the IDPs become legally and organizationally complicated. The cascade effects of blackouts intensify when the management system is poor.  It is a classic case of risks overlapping with weaknesses of the system. However, as the definition of resilience suggests, a resilient system is the one that can evolve under external stressors, and this is what we are observing in Ukraine – most of the mentioned systemic weaknesses are being addressed by the ongoing housing reform. IWO supports this reform by building capacities locally.”</p>

<p>The panel presentations continued with practical workshops with all the participants where they could draft crisis response capacity building programs for different crisis scenarios.</p>
<p>Thus, the events covered broad spectrum of topics related to housing recovery: survival of the housing systems under attacks, housing retrofitting as a viable method to create social housing for the internally displaced population, long-term municipal housing strategies and the role of municipal housing in Ukraine’s recovery, as well as anchoring lessons learnt in policies and institutions.</p>
<p>Currently, IWO e.V. implements four projects in Ukraine related to housing recovery. The platform of WUF13 was a valuable opportunity to share the groundwork and findings of these projects, gained together with the partners. Under the SUR project, IWO cooperates with the cities of Poltava, Zhytomyr, Kremenchuk, Bila Tserkva, Mykolaiv and Kalush. Within FELICITY II, IWO supports the cities of Kryvyi Rih and Mykolaiv. Most of the cities were able to take part in WUF13 and to proudly share Ukraine’s progress towards improvement of the housing system amidst the constant attacks, which once again proves Ukraine’s resilience.</p>

				<div class="et_pb_text_inner"><p><strong>Together with partner organisations, the Housing Initiative for Eastern Europe (IWO e.V.) held a two-day workshop in Zhytomyr in April, bringing together representatives from six Ukrainian pilot cities: Zhytomyr, Poltava, Kremenchuk, Bila Tserkva, Mykolaiv and Kalush. The event focused on strengthening resilience in the municipal housing sector.</strong></p>
<p>The event brought together international organisations, academic institutions, experts and non-governmental organisations. It also marked the first joint meeting of the working groups from the partner cities. During the workshop, analytical findings and recommendations for action were presented for Zhytomyr, Poltava and Kremenchuk, and an intensive exchange between the pilot cities was facilitated.</p>
<p>The workshop took place at a crucial stage, as Ukraine is driving forward its national housing reform and aligning its legal framework with European standards, including the commitments under the Ukraine Facility and the EU integration agenda. In this context, the pilot cities are actively developing strategies for the municipal housing sector that focus on resilience, rethink local governance structures and create viable models for affordable municipal housing. IWO regards the support provided to the cities in this complex transformation process as an important milestone.</p>
<p>After almost a year of collaboration within the SUR project, IWO presented comprehensive analyses and strategic recommendations. These include:</p>
<ul>
<li>the condition of the existing housing stock and investment needs (‘renovation debt’),</li>
<li>an analysis of housing supply in relation to the income of the population and internally displaced persons (IDPs),</li>
<li>structures and practices of housing administration as well as institutional capacities,</li>
<li>results of a representative survey of internally displaced persons in all participating cities in cooperation with the Operatyvna Sociologiya Institute.</li>
</ul>
<p>The analysis shows that internally displaced persons are predominantly reliant on the private rental market. At the same time, demographic structures vary considerably from city to city, for example, there is an increased need for accessible housing and age-appropriate provision in Poltava, which requires tailored housing policy solutions. In this context, it is clear that the framework conditions in the private rental market must be improved, including through stronger municipal measures and regulatory approaches.</p>
<p>The various levels of analysis provide a comprehensive picture of local housing markets and lay the groundwork for the systematic restoration and further development of the sector. The findings also contribute to better coordination between national and international actors in the reconstruction process. In developing the methodology, IWO drew on, among other things, German housing market monitoring.</p>
<p>Pilot projects play a central role in this: municipal and NGO-initiated housing projects, as well as comprehensive renovation measures, serve as practical learning platforms. Cities with relevant experience have been shown to possess greater expertise and implementation capacity in municipal housing construction. At the same time, these pilot projects pave the way for larger investments and structural changes.</p>
<p>This momentum is also evident at the political level: in April 2026, the German and Ukrainian governments adopted a Strategic Partnership Declaration as part of their first intergovernmental consultations since 2004. This includes, among other things, the joint promotion of affordable and social housing, the integration of vulnerable groups, and the establishment of municipal housing companies, including financial support from Germany. In addition, joint investment projects are to be initiated, which will also open up investment opportunities for German companies.</p>
<p>The workshop was organised as part of the project “Strengthening of Urban Resilience in the Areas of Supply Infrastructure and Housing” (SUR). This is part of Germany’s Strukturbildende Übergangshilfe, commissioned by the Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by the German Society for International Cooperation (GIZ Ukraine) GmbH.</p>
<p>IWO would like to express its sincere thanks to all participating partners, experts and the cities involved for their cooperation, trust and commitment. Their efforts form the basis for sustainable development in the Ukrainian housing sector.</p></div>

				<div class="et_pb_text_inner"><p>As part of the national project ‘Modernisation of the Energy and Utilities Sector’ (MEU) for the period 2025–2029, Kazakhstan is placing great emphasis on expanding energy capacity and upgrading the infrastructure of centralised heating, electricity and water supply systems. Billions are being invested in the construction of new energy facilities, the modernisation of district heating networks and the expansion of municipal infrastructure.</p>
<p>These measures are crucial for improving security of supply and reducing wear and tear on supply networks, which in some regions remains above 50 per cent<a href="#_ftn1" name="_ftnref1"><span>[1]</span></a>. At the same time, however, a strategic question arises: how sustainable can energy policy be if a significant proportion of energy consumption is accounted for by buildings with low energy efficiency?</p>
<p>Today, buildings and the housing and utilities sector account for around 45.7 per cent of Kazakhstan’s total energy consumption<a href="#_ftn2" name="_ftnref2"><span>[2]</span></a>. In order to meet the commitments under the Paris Agreement and implement national climate policy, improving the energy efficiency of buildings is becoming a key factor in sustainable development.</p>
<p><strong>Without a systematic modernisation of the existing housing stock, the expansion of energy capacity will inevitably be accompanied by persistently high energy consumption. </strong></p>
<p><strong>Therefore, the modernisation of buildings must be viewed not only as part of housing policy, but also as a key instrument for the country’s energy and climate transition.</strong></p>
<p><strong>The housing stock as untapped potential for energy policy</strong></p>
<p>Most of the apartment buildings in Kazakhstan were built between the 1960s and the 1990s. Many of them are characterised by</p>
<ul>
<li>significant heat losses,</li>
<li>lack of effective thermal insulation,</li>
<li>outdated heating systems, and</li>
<li>lack of systems for monitoring and controlling energy consumption.</li>
</ul>
<p>Consequently, the housing stock is one of the main causes of inefficient energy consumption.</p>
<p>The trend in heating costs highlights this problem. Heating tariffs vary considerably between regions: from around 3,200 tenge per gigacalorie in southern cities to more than 10,000 tenge in Almaty for buildings without heat meters. The differences in costs cannot be explained solely by climatic conditions, but also by the state of the infrastructure, the technical characteristics of the buildings and high heat losses.</p>
<p>Given rising living costs, this problem is taking on particular social significance. Over the last three years, prices for goods and services in Kazakhstan have risen by around 34 per cent, whilst the cost of housing and utilities has risen by more than 42 per cent<a href="#_ftn3" name="_ftnref3"><span>[3]</span></a>. In such a situation, the energy-efficient modernisation of buildings becomes not merely an environmental or technological challenge, but a key socio-economic factor in easing the financial burden on households.</p>
<p><strong>Gap between homeowners’ expectations and actual modernisation practices</strong></p>
<p>Programmes to modernise apartment buildings are already in place in Kazakhstan. In practice, however, modernisation is often limited to individual repair works, such as the refurbishment of roofs, façades or heating systems, without comprehensive energy-efficient solutions being developed or applied.</p>
<p>The media regularly report on cases where problems persist after a complete refurbishment, including leaky roofs, cold flats or flooded basements<a href="#_ftn4" name="_ftnref4"><span>[4]</span></a>. Such situations reflect deeper systemic problems, including</p>
<ul>
<li>the failure to implement mandatory energy efficiency standards for renovation,</li>
<li>outdated technical standards,</li>
<li>inadequate quality control during construction work, and</li>
<li>an unclear division of responsibilities between clients, contractors and regulatory authorities.</li>
</ul>
<p>As a result, the substantial investments made by homeowners do not always have a long-term impact, and public confidence in government modernisation programmes may decline.</p>
<p><strong>Redefining the role of buildings in the energy transition</strong></p>
<p>The national MEU project aims to reduce heat losses in district heating systems from 52 per cent to 42 per cent by 2029<a href="#_ftn5" name="_ftnref5"><span>[5]</span></a>. This objective is an important step towards improving the efficiency of the energy infrastructure.</p>
<p>However, international experience shows that the greatest impact is achieved when the modernisation of the energy infrastructure takes place at the same time as the modernisation of the buildings connected to these networks. If buildings continue to suffer from high heat loss, a significant proportion of the investment in infrastructure development will be wasted.</p>
<p>The targeted further development of Kazakhstan’s energy strategy could encompass three key areas:</p>
<ol>
<li>Recognition of the buildings sector as a distinct component of energy and climate policy.</li>
<li>Fine-tuning of government support mechanisms for modernisation, with the granting of financial support made conditional on compliance with minimum standards regarding technology and energy efficiency.</li>
<li>Integration of tariff policy, social support and programmes to boost energy efficiency, in order to ensure a socially just transition to a more efficient energy system.</li>
</ol>
<p><strong>The role of homeowners and property management companies</strong></p>
<p>In the 1990s, around 97 per cent of apartments in multi-family buildings in Kazakhstan were privatised. This means that the successful modernisation of the housing stock is not possible without the active involvement of homeowners and without effective management mechanisms for multi-family buildings.</p>
<p>Support for such mechanisms – including the development of homeowners’ associations and other forms of collective management – is one of the necessary prerequisites for the successful and effective implementation of comprehensive modernisation programmes.</p>
<p>Government policy can play a key role in creating conditions under which homeowners can actively bring about decisions on the modernisation of their buildings.</p>
<p><strong>Pilot projects as a tool for developing a national strategy</strong></p>
<p>Pilot projects aimed at the energy-efficient refurbishment of apartment buildings can play an important role in the development of national policy.</p>
<p>Such projects make it possible to</p>
<ul>
<li>test comprehensive technical solutions</li>
<li>assess the actual energy savings,</li>
<li>analyse the modernisation costs for households,</li>
<li>improve the qualifications of construction companies and skilled workers,</li>
<li>develop a quality control mechanism for energy-efficient modernisation, and</li>
<li>gain institutional experience for scaling up programmes.</li>
</ul>
<p><strong>Furthermore, pilot projects do not require significant budgetary resources. On the contrary, they can be an effective tool for testing innovative approaches with limited financial risks.</strong></p>
<p>A key prerequisite for their success is the systematic evaluation of results, transparent communication and the use of the practical experience gained to further develop national programmes.</p>
<p><strong>Conclusion: A change of perspective as a prerequisite for sustainable modernisation</strong></p>
<p>Kazakhstan is already taking significant steps to modernise its energy and utilities infrastructure. However, to ensure these investments are effective in the long term, a shift in perspective is required.</p>
<p><strong>The building stock, particularly the housing stock, must not be regarded as a secondary aspect of housing policy, but rather as a central component of the country’s energy and climate transition.</strong></p>
<p>A comprehensive modernisation of buildings can</p>
<ul>
<li>significantly reduce energy consumption,</li>
<li>reduce the financial burden on households caused by utility bills,</li>
<li>increase the stability of the energy system, and</li>
<li>boost public support for reforms.</li>
</ul>
<p>A comprehensive energy-efficient refurbishment of buildings is a project that benefits everyone involved.</p>
<ul>
<li>Residents: Improved housing and living conditions for a large proportion of the population who live in older buildings,</li>
<li>Economy: New jobs through the development of the construction industry, the building materials sector, and small and medium-sized enterprises</li>
<li>Government: Increased tax revenue for the budget through the revitalisation of the economy and the growth of businesses in the building renovation sector</li>
<li>Global community: Contribution to international climate protection efforts</li>
</ul>
<p>The key political and institutional conditions for such a policy in Kazakhstan are already in place. The next step could be to develop them further in a consistent manner, building on pilot projects, international experience and a systematic government strategy to improve the energy efficiency of buildings.</p></div>

				<div class="et_pb_text_inner"><p><span>Last week, IWO launched a series of online webinars in partnership with Habitat for Humanity Ukraine to support the Ukrainian Ministry for the Development of Communities and Territories to develop a national housing strategy. The first webinar familiarized the participants with German practices of housing monitoring to support Ukrainian policymakers establish a mechanism of data analysis for evidence-based housing policy. Around 70 Ukrainian housing experts, public officials, and practitioners attended the event, which sparked an engaging debate about the transferability of the German experience. The German-Ukrainian IWO team is further elaborating the recommendations for housing monitoring system and key initial indicators for Ukraine, which will be submitted to the Ministry and public shortly.</span></p>
<p><span>The webinar began with introductory remarks from Knut Höller (Executive board member of IWO) and Orkhan Aliyev (Chief of Party at Habitat for Humanity International Ukraine). They outlined Ukraine&#8217;s current efforts and challenges in creating a coherent housing policy that responds to the immediate challenges of war while promoting the sustainable long-term development of the housing sector. Serhii Komnatnyi (Coordinator of the Technical Working Group on the Development of the State Housing Strategy of the Ministry of Development of Communities and Territories of Ukraine) highlighted the necessity to introduce a flexible housing monitoring system that will support these reformation efforts and suggested to build on the momentum by public discussion on the parameters of such a system as the National housing strategy is being developed.</span></p>
<p><span>Albina Dik led the first part of the webinar on behalf of IWO, providing comprehensive input on housing monitoring in Germany. She elaborated on the objectives of housing market analysis and the historical development of monitoring mechanisms. She contextualised housing monitoring practices within the broader legal framework of housing policies and explained about federal, regional, and municipal responsibilities. Her presentation concluded with an overview of the most important indicators in German housing monitoring. She explained which data sets are analysed and how it informs housing strategy development.</span></p>
<p><span>Robert Koschitzki offered expert insights into housing monitoring from a practitioner&#8217;s perspective. Drawing on his decades of experience in this field, he reflected on the conceptual challenges he encountered while working in Lower Saxony. As the leader of the housing market advisory group at the regional development bank, he has authored several housing market reports for the region. He recommended ways in which Ukrainian policymakers could build institutional capacities from scratch and initiate the monitoring process despite data scarcity.  </span></p>
<p><span>The webinar was concluded by Oleg Syabrenko (GIZ’s and IWO’s housing and data analysis expert in Ukraine) who explained the current state of statistical data on housing in Ukraine and drew next steps in the establishment of a monitoring mechanism for Ukraine. The German-Ukrainian IWO team will further elaborate the recommendations for housing monitoring and key indicators for Ukraine, which will be submitted to the Ministry and public shortly. </span></p>

				<div class="et_pb_text_inner"><p>In November 2025, a competition was launched as part of the project on the topic of &#8220;Implementing the principles of sustainable development in housing construction with a focus on energy efficiency in multi-family buildings&#8221;. The competition rules were drawn up by the partners of the ENABLE project. The initiative provides financial support for projects aimed at improving the quality of housing, reducing energy consumption and disseminating best practices through training and information events.</p>
<p>The competition was completed in January 2026 (see <a href="https://enablepro.kz/biblioteka-2024-2025/dokumenty-proekta/">competition guidelines with appendices</a> (RU)<a href="https://enablepro.kz/biblioteka-2024-2025/dokumenty-proekta/"></a>).</p>
<p>Following the selection process, the following non-commercial organisations were named as winners in the partner regions:</p></div>

<p><u>Project name</u>: &#8220;Establishment of a resource centre based on interested civil society organisations to inform and advise the population on energy efficiency in buildings&#8221;.</p>
<p><u>Objective</u>: To strengthen the potential of NGOs (non-governmental organisations) for their active participation in the sustainable management of the housing stock and the promotion of energy-efficient solutions in multi-family buildings (MFHs) with the aim of improving the knowledge of housing association managers on issues relating to heat supply, thermal modernisation and energy efficiency in buildings / raising awareness among homeowners of their rights and obligations, the principles of managing multi-family buildings and the activities of homeowners&#8217; associations / creating a willingness to implement energy-efficient measures in residential buildings.</p></div>

<p><u>Objective</u>: To demonstrate a practical, replicable approach to reducing resource consumption in a pilot MFH in Astana through energy management and the implementation of small energy-efficient measures, with subsequent replication to other homeowners&#8217; associations.</p></div>

<p><u>Objective</u>: To reduce heat loss in a pilot apartment building and improve the energy efficiency of the building by modernising the entrance areas.</p></div>

<li>the Germany-Kazakhstan Energy Dialogue – the official format for cooperation between the governments of the Republic of Kazakhstan and the Federal Republic of Germany in the field of energy efficiency and renewable energies.</li>
<li>the FELICITY II programme – Eastern Partnership and Central Asia Programme – advising cities and municipalities on financing low-carbon energy development, funded by the Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection (BMUV) as part of the International Climate Initiative (IKI)</li>
</ul>
<p><strong>Roadmap</strong>: As part of the Germany-Kazakhstan Energy Dialogue, the German Energy Agency (dena), together with the Housing Initiative for Eastern Europe (IWO) e.V. and the project partners of the EU project ENABLE, has developed a <u><a href="https://enablepro.kz/wp-content/uploads/2026/01/dorozhnaya-karta-po-dekarbonizaczii-sektora-zdanij-respubliki-kazahstan.pdf">roadmap for decarbonising the building sector</a></u> (RU) in the Republic of Kazakhstan with a focus on the housing stock.</p>
<p>At a round table in Astana on 6 November 2024, dena and IWO proposed to committed cities interested in further developing programmes to modernise the housing stock that they draw up concrete roadmaps for implementing energy-saving measures in municipal programmes.</p>
<p>In 2025, the development of the roadmap was supported by training and exchange formats within the ENABLE project, including five webinars, two seminars, and a study trip to Lithuania.</p>
<p>Representatives from city administrations, Maslikhats, civil society and the expert community from Astana, Almaty, Petropavlovsk, Aktobe and Uralsk exchanged international experiences and discussed concrete measures to increase the energy efficiency of multi-family buildings.</p>
<p>The roadmap report was submitted by dena to the Committee for Construction, Housing and Municipal Economy of the Ministry of Industry and Construction of the Republic of Kazakhstan and recommended for distribution to the cities of Kazakhstan.</p></div>

				<div class="et_pb_text_inner"><p><span class="lauftext">The provision of housing is a priority for the reconstruction of Ukraine. Affordable housing in particular is a very important prerequisite for people to stay in Ukraine or return there.</span></p>
<p><span class="lauftext">The annual conference &#8220;Voices, Visions, Alliances: Co-Creating Ukraine&#8217;s Recovery&#8221; of the Platform for Reconstruction Ukraine, an initiative of the German federal government for exchange between civil society, the private sector, academia, culture, and local authorities, took place on December 16, 2025, in Berlin and addressed, among other things, the important topic of housing.</span></p>
<p><span class="lauftext">IWO Executive Board Member Knut Höller moderated the workshop “Housing Matters – The Power of Municipal Housing.” The urgent need for reform, the necessity of a state housing policy, and the diversification of housing supply were discussed there. Peggy Richter, head of department at the Federal Ministry of Housing, Urban Development, and Building, and Lena Abstiens from the Berlin Senate Department for Urban Development, Construction, and Housing presented the housing policy instruments of the Federal Republic of Germany and the importance of municipal housing companies using Berlin as an example. Yurii Telipskij, managing director of the municipal housing company in Lviv, and Kseniia Semenova from the NGO Metalab in Ivano-Frankivsk reported on housing projects in Lviv, where a residential building for veterans is being constructed, and in Kalush, where a vacant school is being converted into apartments for internally displaced persons.</span></p>
<p><span class="lauftext">The workshop was organized in cooperation with the Federal Ministry of Housing, Urban Development, and Building, the D4UC – Dialogue for Urban Chance project, implemented by GIZ and IWO e.V.</span></p>

				<div class="et_pb_text_inner"><p>In 2024–2025, the ToT programme was implemented, which aimed to develop professional and civil society competencies in the field of management and energy-efficient modernisation of multi-family houses (MFHs) as well as to enhance the potential of civil society organisations (NGOs/CSOs).</p>
<p>The webinars were organised by the project partners from Astana – the Fund for the Development of Parliamentarism in Kazakhstan (FDPK). They also acted as speakers and mainly presented topics related to state policy in the field of civil society development, legislation and CSO participation in the legislative process. Partners from Almaty and Petropavlovsk presented on topics such as housing self-management as an element of civic participation and public policy, recent changes in housing legislation, and other issues relevant to CSOs, such as ‘Management, Mission and Activity Planning for CSOs,’ ‘Visualisation and Modern Presentation of CSO Work,’ ‘Involvement of residents in the “participatory budgeting” programme’, etc. Partners from Berlin were responsible for the section on ‘Energy efficiency in multi-family buildings‘. In addition to their own presentations, contributions from invited experts from Germany, the Baltic States and Kazakhstan were included in the ToT programme.</p>
<p>In 2024, 25 webinars were held with 154 participants, and in 2025, another 25 webinars were held with 250 participants. The target group consisted of representatives of non-governmental organisations and experts in the field of housing and municipal services from various regions of Kazakhstan. After completing the training, 33 participants in 2024 and another 40 in 2025 successfully passed the tests and received project certificates. Based on the materials from the training programme, the project partners from Astana and Petropavlovsk organised four additional seminars in 2025, which were attended by 125 people.</p>
