Project “Energy-Efficient Renovation of Multi-Apartment Buildings” under the Eastern Partnership and Central Asia Programme (FELICITY II)

The project is being implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) together with the European Investment Bank (EIB).

Ukraine is facing an unprecedented challenge: the restoration of its damaged housing stock must go hand in hand with a transition to modern, energy‑efficient and resilient solutions for multi-apartment buildings. In frontline cities such as Kryvyi Rih and Mykolaiv, this need is particularly acute. Here, the Ukrainian component of FELICITY II supports municipalities in moving from fragmented post-war repairs to a systematic approach to energy‑efficient renovation of multi-apartment buildings.

IWO’s involvement builds on experience gained earlier within FELICITY II in Kazakhstan and Uzbekistan, ensuring continuity of approaches and enabling the transfer of proven practices into a new context.

Within this project, IWO supports Kryvyi Rih and Mykolaiv in establishing Energy One-Stop-Stops (OSS) as new municipal structures intended to become a key element of institutional mechanism for guiding energy‑efficient modernisation projects for multi-apartment buildings. Each OSS is expected to bring together technical, organisational and communication functions: from initial building assessments and preparation of renovation solutions to engagement with homeowners and coordination of all stages of the renovation process.

The creation of such structures will enable cities to build sustainable renovation processes that continue to function beyond the project’s lifetime. Strengthening the professional capacity of OSS teams is therefore a central part of the work. IWO provides training for specialists, supports the development of internal procedures, and prepares practical tools and methodological materials that will help municipalities build long-term capacity to manage energy‑efficient modernisation of their housing stock.

A dedicated focus of the project is engagement with co-owners, without which energy efficient modernisation of MAB is nearly impossible. In frontline communities, where people live under constant uncertainty, it is especially important to ensure clarity of processes, transparency of decisions and meaningful opportunities for participation. To support this, IWO introduces inclusive and gender‑sensitive dialogue formats, facilitated meetings, concise explanatory materials and tools that help homeowners make informed decisions. This will enable them to navigate complex technical, legal and financial issues and take an active role in planning future modernisation.

In buildings preparing for modernisation, IWO will also promote the creation and strengthening of homeowners’ associations (HOAs), which is essential for effective management of the building after renovation, for increasing shared responsibility among co-owners, and for ensuring long-term sustainability of energy‑efficiency improvements.

In this way, FELICITY II Ukraine establishes a comprehensive model for preparing target cities to modernise their housing stock: from setting up OSS and training teams to resident engagement and institutional support for municipalities. IWO’s role is to equip cities with the tools, knowledge and stable processes they need to move confidently toward an energy‑efficient, safe and resilient recovery aligned with modern approaches to building modernisation.
