Vocational Training for housing managers and caretakers in the Zaporizhzhia and Kharkiv regions of Ukraine

Project VITAL EAST

The VITAL EAST project is a continuation of the project VITAL - Vocational training in Lviv region (2018-2019). The Projects are supported by the Federal Foreign Office of Germany within the program „Expanding cooperation with civil society in the Eastern Partnership countries and Russia“.

In the new German-Ukrainian project, participants will have the opportunity to get acquainted not only with the profession of "housing manager" or improve their qualifications, but also learn about the activities of the "caretaker", which is gaining increasing popularity not only in Germany, but also in other countries.

About 40 participants took part in the opening of the project, which took place on June 29, 2021, including representatives of the Kharkiv and Zaporizhzhia regional administrations, associations of homeowners, educational institutions, stakeholders in the housing management sector, and the press. The event was attended by representatives of the Association of the "Odessa Housing Union", which is very interested in training "caretaker" and has already expressed a desire and interest in carrying out a similar project in the Odessa region.

The kick-off was organized by the Housing Initiative for Eastern Europe, IWO e.V., Berlin, Germany, together with partners from Zaporizhzhia - Public Union "Zaporizhzhia Resource Center "KRUG" and Kharkiv - Non-profit-making association (Fund) of the homeowners of private forms of ownership – the FUND “SPRIANNYA”, as well as the project partner from the Lviv region - NGO «Center of Local Government Studies» (CLGS).

The opening of the project served as a platform for the exchange of views on the current state of affairs in the field of housing management in three large regions of Ukraine - Zaporizhzhia, Kharkiv and Lviv. In recent years, advanced training of specialists has become increasingly important in connection with the creation of the Energy Efficiency Fund and the implementation of projects for energy saving modernization of residential buildings. The housing manager is one of the key figures in such projects, coordinating complex tasks - financial, technical, organizational, communication.
