The ENABLE project competition and its winners

 

In November 2025, a competition was launched as part of the project on the topic of "Implementing the principles of sustainable development in housing construction with a focus on energy efficiency in multi-family buildings". The competition rules were drawn up by the partners of the ENABLE project. The initiative provides financial support for projects aimed at improving the quality of housing, reducing energy consumption and disseminating best practices through training and information events.

The competition was completed in January 2026 (see competition guidelines with appendices (RU)).

Following the selection process, the following non-commercial organisations were named as winners in the partner regions:

 


Association of Homeowners' Associations "Turan", Almaty

Project name: "Establishment of a resource centre based on interested civil society organisations to inform and advise the population on energy efficiency in buildings".

Objective: To strengthen the potential of NGOs (non-governmental organisations) for their active participation in the sustainable management of the housing stock and the promotion of energy-efficient solutions in multi-family buildings (MFHs) with the aim of improving the knowledge of housing association managers on issues relating to heat supply, thermal modernisation and energy efficiency in buildings / raising awareness among homeowners of their rights and obligations, the principles of managing multi-family buildings and the activities of homeowners' associations / creating a willingness to implement energy-efficient measures in residential buildings.

 


Kazakh Green Building Council (KazGBC), Astana

Project name: "Energy House": Resource monitoring, rapid energy-saving measures and replication to homeowners' associations in Astana.

Objective: To demonstrate a practical, replicable approach to reducing resource consumption in a pilot MFH in Astana through energy management and the implementation of small energy-efficient measures, with subsequent replication to other homeowners' associations.

 


Non-profit fund "GROW KZ", Petropavlovsk

Project name: Degree of comfort – improving the energy efficiency of the housing stock.

Objective: To reduce heat loss in a pilot apartment building and improve the energy efficiency of the building by modernising the entrance areas.

 


The duration of the funded projects is 6 to 9 months. Information on the results of the projects will be announced at the end of 2026.
