Kick-Off in Kharkiv


On 30 and 31 January 2024, IWO, UNECE and Kharkiv city kicked-off the “Municipal Housing in Kharkiv: Affordable Rental Models for Housing Recovery in Ukraine” project that aims at developing a viable rental housing programme for the city.

 

Kick-off was followed by a series of meetings with the key stakeholders in Kharkiv, including highest political level, city officials, academics, civil society and housing business representatives. The aim of this first visit was to establish a common understanding of the future rental housing Program for the city and to join the efforts in its development.

 

During the meeting with the Mayor of Kharkiv Mr. Ihor Terekhov, a common vision was confirmed: Kharkiv is committed to develop the first municipal rental housing Program in Ukraine. As Mr. Terekhov shared, “The vision is to have municipal housing stock that the citizens can rent or take in mortgage – we will consider what the best option is. Due to the war, many people cannot buy the apartments from the private developers. We are interested in a better quality of housing with a diversified offer for different income groups. This will be a unique Program for Ukraine”. A detailed concept of the Program with the key strategic decisions on its main features is to be developed during the year 2024 in the course of the Project.

 

Further, the meetings with the Heads of the specialized Departments of Economy, of Housing, of Social Policy and of City Budget and Finances of the municipality were conducted to establish a Project working group and a close operational collaboration. The municipal working group will participate in the capacity building with regard to best international rental models and contribute to the development of the Program concept.

 

O.M. Beketov National University of Urban Economy in Kharkiv, famous for its excellent research and practice in the field of housing economy, joins its forces to support the analytical work behind the future Program, which was confirmed at the official meeting with the University Rector Volodymyr Babaev and University representatives.

 

Additionally, preliminary meetings with the civil society and housing industry representatives in Kharkiv confirmed the interest and support of the topic in the city.

 

The visit to Kharkiv was orchestrated under the UNECE UN4UkrainianCities project and was wrapped up by a meeting with the Deputy Minister for Communities and Territories Development of Ukraine Mrs. Natalia Kozlovska, which was dedicated to the exchange on the development of the Project and preparation to the upcoming Ukraine Recovery Conference 2024.

 

The project “Municipal Housing in Kharkiv: Affordable Rental Models for Housing Recovery in Ukraine”  is implemented by IWO e.V. and Kharkiv city in partnership with UNECE’s UN4UkrainianCities Project, funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and supported by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ).
