Round Table discussion on "Professional Housing Management and Energy Efficiency: Residential Building Reconstruction"


On June 29, 2023, from 09:45-13:30 (UTC+6), a round table discussion on "Professional Housing Management and Energy Efficiency: Residential Building Reconstruction" will take place for stakeholders in the housing and utilities sector.

 

The meeting will be conducted by Alexander Bely, Ph.D., Executive Director of the Kazakhstan Green Building Council (KazGBC), and Larissa Schreckenbach, Project Coordinator of the Housing Initiative for Eastern Europe (IWO) based in Berlin, Germany, in a hybrid format combining in-person and online participation. The event can be attended either in person at the National Chamber of Entrepreneurs of the Republic of Kazakhstan "Atameken" in NUR-SULTAN, KABANBAI AVE., 19, BLOCK B, 3ND FLOOR, TURKESTAN HALL, or online via Zoom.

The round table is organized within the framework of the EU-funded project "PROM-HOUSE - Professionalizing Housing Management in Kazakhstan and Uzbekistan." Its goal is to clarify the situation with the housing stock, discuss the work of international initiatives and national stakeholders in the housing sector, and explore measures to stimulate energy-efficient reconstruction.

 

The round table focuses on the modernization and energy-efficient reconstruction of residential buildings. Kazakhstan's strategy to achieve climate neutrality by 2060 aligns well with the EU's Green Deal. It is time to turn climate and environmental challenges into new opportunities and ensure a fair and comprehensive transition.

 

Reconstructing the housing stock is an important policy objective, particularly for multi-apartment buildings constructed between 1960 and 1990. This involves not only energy efficiency but also comfort, safety, and modern housing standards. Representatives from Germany, Lithuania, and Kazakhstan will present ideas on initiating and organizing projects, ensuring their quality and control, political instruments to motivate homeowners for their modernization, as well as the importance of pilot projects for energy-efficient renovation of residential buildings.

 

The round table will be attended by Johannes Bauer, Head of Cooperation, Delegation of the European Union to Kazakhstan, as well as representatives from the Ministry of Industry and Infrastructure Development of the Republic of Kazakhstan (MIID RK) and the National Chamber of Entrepreneurs of the Republic of Kazakhstan "Atameken."

 

During the event, participants will be briefed on the current situation of the "Eastern Partnership and Central Asia FELICITY II Program - Providing Energy Finance Advisory to Cities and Municipalities for Low Carbon Development." The FELICITY project is implemented by the German Society for International Cooperation (GIZ) and the European Investment Bank (EIB). The project's priority areas for Kazakhstan include energy-efficient reconstruction of existing housing stock and promoting new energy-efficient construction.
