Final conference of the European Union project “PROMHOUSE – Promoting professional housing management in Kazakhstan and Uzbekistan”

Results of the project PROMHOUSE – Promoting professional housing management in Kazakhstan and Uzbekistan


On the 7th of November the final conference of the European Union project “PROMHOUSE – Promoting professional housing management in Kazakhstan and Uzbekistan”, 2020–2023 took place. The event took place in Tashkent in the building of the Ministry of Higher Education, Science and Innovation of the Republic of Uzbekistan (RUz) in a hybrid format.

 

The conference was attended by the Head of the Cooperation Department of the EU Delegation to Kazakhstan - Johannes Baur, and the Deputy Head of the EU Delegation to Uzbekistan - Mindaugas Kaсerauskis. From the Uzbek side, the conference participants were welcomed by Utkir Alizhonov, Head of Department, Ministry of Higher Education, Science and Innovation of the Republic of Uzbekistan. The event was attended by representatives of the relevant ministries of the partner countries of the PROMHOUSE project - the Ministry of Industry and Construction of the Republic of Kazakhstan (RK), the Ministry of Education of the Republic of Kazakhstan, the Ministry of Higher Education, Science and Innovation of the Republic of Uzbekistan; Ministry of Construction and Housing and Communal Services of the Republic of Uzbekistan, Ministry of Employment and Poverty Reduction of the Republic of Uzbekistan, leaders and experts of associations in the field of management and maintenance of housing stock, such as the ASSOCIATION SHANYRAK, ASSOCIATION UYUSHMASI and the Kazakhstan Center for Modernization and Development of Housing and Communal Services (KazCenter of HCS). A total of 60 people attended the event. The conference summed up the work of the PROMHOUSE project, 01/2020–12/2023. The main achievements of the project are:

 

1. Introduction of new specialties into the field of vocational education. In Kazakhstan: specialty “real estate Manager”, qualifications: “multi-apartment residential building manager” and “caretaker” and in Uzbekistan: “manager of the housing stock” and “caretaker”

 

2. Conducting the educational programme “Training of Trainers” (ToT), 10/2020–08/2023 and carrying out regional and international exchange of experience. Particular attention was paid to digitalisation and energy efficiency in residential buildings.

 

3. Building the capacity of business intermediary organizations (BIOs) and increasing their involvement in decision-making processes on housing policy in partner countries

Projects PRO HOUSE 07/2017–12/2019 and PROMHOUSE, 01/2020–12/2023 were aimed at increasing professionalism in the field of housing management, as well as the organisational and institutional capacity of professional associations for training and advanced training of housing managers, without which it is impossible to carry out energy modernisation of the housing stock. The next project of the European Union is ENABLE - Empowered Civil Society for a Sustainable and Efficient City, 01/2024 – 12/2026, IWO together with partners from Kazakhstan: Almaty Association of Apartment Owners Cooperatives (CAO), Association of KSK of Petropavlovsk and the Parliamentary Development Fund, Astana will focus on improving the capacity and capacity of civil society organisations (CSOs) to support local administrations in developing sustainable housing, with a focus on improving the energy efficiency of residential buildings.
