Round Tables in the EU-project PROMHOUSE


One of the objectives of the EU-project PROMHOUSE is to develop and strengthen networks between professional associations, companies, NGOs, state and local authorities in the field of housing.

In 2022, the project partners, the associations of housing managers from Kazakhstan and Uzbekistan, organised and conducted two three-day events in each country with the support of IWO. These took place on 08-10 June in Almaty, Kazakhstan, and on 23-25 November in Tashkent, Almalyk, Samarkand, Uzbekistan. Fifteen experts from the housing sector from each country participated in the two training seminars. For many participants it was the first time they got to know each other and learn how their neighbours live.

The discussions at the three round tables in Almaty focused on innovative models of management and maintenance of multi-family houses as well as on the perspectives of cooperation between companies, professional associations and vocational schools in the training of skilled workers. The Almaty Construction and Technical College held an open day for the Uzbek guests to show them its equipment and training opportunities in various professions, including 'caretaker'. The vocational school is so far the one and only in Kazakhstan that has obtained a licence to train caretakers. For the year 2023, the vocational school plans to introduce the profession 'caretaker of multi-family houses'. The director of the college, Mr. B. Akhmetov, pointed out the important role of the EU-Project PROMHOUSE in the development of training programmes and the successful introduction of new profession.

In Uzbekistan, the experiences of the management companies were presented in detail. The housing management company (HMC) MMG in Tashkent presented houses of different classes: the Assalom Sohil housing complex (economy class), the Greenwich housing complex (business class) and the Mirobod Avenue housing complex (premium class). The participants learned about the digitalisation and automation of the housing complexes and the different services provided depending on the 'class'. In Samarkand, HMC Samarkand Oltin Asr manages 160 residential buildings of the old stock (60-90 construction years). HMC Sharu Nur Tess presented its experience in managing social housing.

On November 25, the final event was organised at the Ministry of Housing and Communal Services of the Republic of Uzbekistan (MZhKO RUzb.). The representatives of the Ministry - the Head of the Department for International Relations D.Ganijon, the Head of the IT Department F.Yusipov and the Director of the Training and Resource Centre "Kommunalukuv" (a structure of the MZhKO) R.Mingazov - presented the state reforms in the field of housing management and maintenance, including support and development of enterprises in this field, introduction of the unified accounting system "Mening Uyim" and its integration with notary and banking systems, training and certification of managers of homeowners' associations and directors of HMCs, regulatory and legal documents.

The Chairman of the Association SHANYRAK of management entities, services and energy service in housing sector, Kazakhstan, S.Makhambetov, expressed his gratitude to the European Union and the PROMHOUSE project for supporting the regional exchange - such educational trips help to learn from each other and to introduce innovative, modern methods and measures to improve the housing conditions for the people!
