VITAL EAST - Training for housing managers and caretakers in the Zaporizhzhia and Kharkiv regions of Ukraine

 
 

The VITAL EAST project "Vocational Training for Apartment Building Managers and Household Managers in Zaporizhzhia and Kharkiv Oblast of Ukraine" is a continuation of the VITAL project "Vocational Training for Residential Property Managers in Lviv Oblast". (2018-2019). The projects are funded by the German Federal Foreign Office under the programme "Enhancing Cooperation with Civil Society in the Eastern Partnership Countries and Russia".

 

In the new German-Ukrainian project, participants will have the opportunity not only to learn about the profession of "property manager" or to improve their skills, but also to learn about the activities of the "house master", which is gaining in popularity not only in Germany but also in other countries.

 

The opening event, which took place on June 29, 2021, was attended by around 40 people, including representatives of Kharkiv and Zaporizhzhya Oblast administrations, homeowners associations, educational institutions, housing management stakeholders and the press. The event was attended by the representatives of "Housing Union of Odessa" Association, who are very interested in training house masters and already expressed their willingness and interest in conducting such a project in Odessa oblast.

 

The event was organised by the organisation Housing Initiative Eastern Europe (IWO ), Berlin, Germany together with partners from Zaporizhzhya - Hromadska group "Zaporizka Resource Centre "KRUG" and Kharkiv - State non-profit association (fund) of owners of dwellings of non-possessive forms of ownership "SPRIANNY FUND". The project was launched in the Lviv region by the Lviv Civska Community Organization "Centre for Local Self-Government Studies" (CLSS), whose role in the project is to share the experience of training housing managers in the Lviv region.

 

The opening of the project served as a platform for an exchange of views on the current state of affairs in housing management in the three major oblasts of Ukraine - Zaporizhzhya, Kharkiv and Lviv.

 

Raising the qualifications of professionals is becoming increasingly important in the last years with the establishment of the Energy Efficiency Fund and the implementation of energy efficiency renovation projects for residential buildings. The housing manager is one of the key actors in such projects, coordinating complex tasks - financial, technical, organisational and communication.
