Introducing Renovation Passports
Speakers:

In ComActivate, Neighbourhood Energy Sufficiency Roadmaps (NESRs) for multi-family apartment buildings shall be created - a large part of these will feature concepts from Renovation Passports.
Peter Mellwig and Florian Maiwald from ifeu - Institut für Energie- und Umweltforschung Heidelberg gGmbH walked participants through EPBD requirements, and mandatory and well as optional content for Renovation Passports for Member States.
Good Practice Example 1: casA+ in Portugal - António Batalha from ADENE - Agência para a Energia gave a demonstration of the portal Casamais.pt which leads building owners through the process of renovation and on to service providers. Lessons learned from consumer preferences include
- Importance of free membership and access
- EPC integration
- Ease of access to proposals and
- Quality requirements for service providers.
Good Practice Example 2: Opengela in Basque Country - Ander Bilbao from Ciclica showed participants their model, which has a strong focus on ecological and social equity. Opengela is a success story in the ongoing decarbonisation of the building stock in the Basque Country.
Good Practice Example 3: iBRoad and iBRoad2EPC - Peter Mellwig from ifeu guides participants through the two EU-funded projects, where a strong focus was on enhancing renovation strategies across the EU and adding a long-term planning approach linked to EPCs.
Why the need for renovation roadmaps for HomeOwners’ Associations (HOAs)?
Julia Lawrenz from ifeu walks participants through the German national building renovation roadmaps (iSFP) and how it could be adapted to HOAs:
- Use iSFP as a means of communications to convince people of the benefit of renovation measures
- Solving the renovation backlog at HOA
- Support administrations
- Integrate HOA special features into the iSFP

The Integrated Neighbourhood Rehabilitation Concept

Laura Rudzianskaite (Elektrenai), Ignas Simonaitis (Kaisiadorys), Dora Zagoni (Jozsefvaros), Ivaylo Trendafilov (Burgas)
Neighbourhood roadmaps are more than just renovating a few buildings close together! It is about having a properly integrated neighbourhood rehabilitation concept.
The ComActivate pilot projects introduced their municipalities:
Elektrenai (LT) – Laura Rudzianskaite
With more than 200 multi-family apartment buildings (MFAB) on a small area, lots of potential. Renovations are already ongoing in Lithuania, but so far, have not achieved class A (i.e. best level of energy efficiency). ComActivate will help to create an integrated plan which Elektrenai can use to renovate their MFABs. Need to consider:
- Consultations with residents who might resist
- Financing the renovation works
- Speed and quality of renovation works
Kaisiadorys (LT) - Ignas Simonaitis
Most buildings in central district of Kaisiadorys are energy inefficient and have high maintenance costs. Large need to renovate, and buildings only ever achieve class B or C, but not A.
During ComActivate, want to
- Create a good renovation programme for neighbourhood
- Increase the number of buildings being renovated with that programme
- Achieve the highest efficiency class.
Jozsefvaros (HU) - Dóra Zagoni
Very diverse neighbourhood, high in unemployment and low incomes and low quality housing. Want to focus on energy poor households and address multiple technical problems with the buildings. Some challenges that
ComActivate will address:
- Collecting data about the neighbourhood and residents, how to address the most vulnerable households
- Be prepared when funding becomes available, how to help residents most effectively.
Burgas (BG) - Ivaylo Trendafilov
Neighbourhood targeted by ComActivate right in city centre, it is very urbanised, lots of large and small MFABs. With ongoing renovation schemes, some buildings achieve class B or plus, but only a few. Want to change that. ComActivate will help to:
- Find approach that applies to a whole neighbourhood, an urban planning perspective, not just energy audits of individual buildings
- Steps to take to improve efficiency
- Investigate different measures related to the urban environment, such as greening and solar installations.
An integrated urban development considers:
- Density - more dense cities consume less energy than sprawly cities
- Mixture of functions - avoiding travel time and mobility needs by having all needs met, including social and cultural and public spaces
- Polycentrism - create more common goods in our cities
The way goes down from Region to City to Quarter to Neighbourhood to Building.
The neighbourhood energy concept is a good way to ensure all vital components are included in an integrated neighbourhood approach.
The good examples from Germany like Gartenstadt Drewitz is a decades long integrated approach in which three main aspects are considered:
- Energy efficient refurbishment
- Conversion of a main traffic axis into a neighbourhood park and traffic calming measures
- District school where neighbourhood-related activities can take place
Conclusion:
- If ownership structure is similar in a neighbourhood, easier to achieve agreement
- Management structure and cooperation of all stakeholders play a major role in urban neighbourhoods. Regional alliances can drive transition.
- Integrated approach get help obtain funding, especially when renovation is done in socially responsible manner
- Synergy effects between existing and new buildings, especially with combined heat and power plants.
